The idea for Lion & Bull was first hatched some 40 years ago when owner Ron Miner truly discovered his love of food, drink and merriment. At that point it was decided that “one day” he would open a fantastic establishment that was both classy and casual, serving great food and fair prices, and of course it would be filled with all his friends and family.

Little did he know that Vietnam, a career with the Fairfax County Police Department, and three kids (ahem, college tuitions) would come first. Drawing from the “never slow down” mantra of the Miner bloodline, Ron has spent the last few years studying, working, living and breathing restaurant management. Drawing from years of management experience with FCPD, and even more years of dining experience, Ron has a team of professionals advising and working with him on every aspect of Lion & Bull.

Ronald P. (Ron) Miner has 32 years of law enforcement experience, 26 of them with the Fairfax County, Virginia, Police Department and six as a part-time Deputy with the Office of the Sheriff in Fauquier County, Virginia.  Ron is a veteran of the U.S. Army and served in Vietnam from 1968 to 1970.

In Fairfax County, Ron was a patrol officer, Crimes Against Property and Persons Detective, a Patrol and Investigative Supervisor, Communications Division Supervisor, Commander of a Police District, the Training Academy Director and the Traffic Division Commander.  Ron retired at the rank of Major, commanding the Special Operations Bureau, comprised of the Special Operations Division, K-9 Section, Traffic Division, Helicopter Division, Auxiliary Police Section, Marine Patrol and Crash Reconstruction. His experience included major case investigation and management, after-action and program reviews, project manager for two police facilities, security management for local and state and national elected officials including coordination with FBI and Secret Service details.  From 1986 through 1994, he was the Deputy Coordinator for Emergency Services for Fairfax County.  Ron was involved in preparation for and response to hurricanes, tornados, airplane crashes, railroad crashes and was the on-scene Commander for over 400 critical incidents, such as the CIA shootings, the American Eagle airline crash in Westfields, Virginia and numerous hazardous material incidents on the roadways.

After leaving the police department, Ron worked at the Virginia Department of Transportation (VDOT).  He organized the first 24/7 operations and citizen call center for VDOT.  He assisted in the management of VDOT’s response to the “Blizzard of ‘96” and the Shenandoah Valley Floods of 1997. Ron obtained the statewide Highway Advisory Radio licenses, set up contract towing services for the Northern Virginia District, wrote the emergency response and recovery plan for the Northern Virginia District and served as the on-scene liaison between VDOT and Public Safety Agencies for over four years.

Ron served another four years as the Chief of Staff for the Springfield District Supervisor for Fairfax County.  He is still active on numerous Boards, Authorities, Commissions and panels in the Public Safety field.  Ron was a frequent presenter for the Federal Highway Administration and co-founded Demonstration Project 86, Congestion Reduction through Incident Management.  He coordinated with over 35 jurisdictions in writing operation plans and designed operations centers with those plans.

Ron recently retired from Northrop Grumman Information Technology, Public Safety Solutions, where he facilitated support to universities, cities and counties planning for and construction of their integrated public safety systems and facilities. A major portion of these projects included assessment of current and past operations and making suggestions for improved performance.

Today, in addition to the ownership of Lion & Bull, Ron runs a small, public safety oriented, consulting business in the Northern Virginia area.
